EMPLOYEE REPORTS TO: Assistant Manager
LOCATION: Main Office in York, Nebraska
 
PURPOSE
The Water Department Manager is responsible for all activities and staff within the Water Department. The department manager sees that the groundwater management policies set by the board of directors are carried out accurately and efficiently.
 
PRINCIPLE DUTIES AND RESPONSIBILITIES

  • Supervises the water resources technician, water data specialist, water data assistant, and water conservationist daily
  • Staff on boarding: Interviewing, training, planning, assigning work
  • Staff performance appraisals
  • Submit required reports to partnering state and federal agencies
  • Prepare grant applications and administer grant programs
  • Develop district groundwater regulations for groundwater quantity and quality, at the direction of the general manager and board of directors
  • Advises district administration and committee on departmental programs, activities, and departmental needs
  • Prepare annual departmental budget
  • Coordinate with local, state, and federal agencies
  • Present district information at public meetings
  • Enforces district rules and regulations: complaints, violations, public hearings, and issuance of Orders to Cease and Desist
  • Other duties as assigned by the district administration 


QUALIFICATIONS

  • Bachelor of Science Degree: agronomy, agriculture, agri-business, agriculture communication, natural resources, water sciences, or environmental sciences
  • Five years of experience in personnel or resource management
  • Skill in reviewing, proofing, and verifying data
  • Ability to work well and communicate effectively with people
  • Use sound judgement in difficult situations to facilitate conflict resolution
  • Must obtain a Nebraska Department of Health and Human Services NRD Technician certification
  • Microsoft Office Suite experience required

The physical demands described here are typical of those that must be met by an employee to successfully perform the duties of this position.   • Lifting 50 pounds from ground level
  • Sitting for extended periods of time behind a computer screen
  • Operate equipment such as tractors with loaders and lawnmowers

While representing the District, the employee will conduct him or herself in a professional manner and avoid actions or comments that would reflect unfavorably on the District.
