The Lower Platte South Natural Resources District is accepting applications for a Stormwater/Watershed Specialist. This is a full-time position, Monday-Friday working at the District office at 3125 Portia St Lincoln, NE 68521. Competitive compensation and an excellent benefit package is offered.

DESCRIPTION:  Under general supervision and guidance of the Projects Coordinator, the employee will coordinate and carryout the planning, review, implementation and inspection responsibilities for stormwater quantity and quality management, watershed management, and community assistance programs.

EXAMPLES OF DUTIES/RESPONSIBILITIES: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned.)

Coordinates and administers the Community Assistance Program and urban water quality cost-share programs. Responds to drainage inquiries and complaints from private landowners.

Coordinates, administers, and implements watershed studies and grants for both water quantity and quality.

Reviews, coordinates with NRD staff, and provides comments on various subdivision plats, zoning changes, floodplain and special use permits, and other plans.

Participates in inspections, operation and maintenance of NRD stormwater best management practices, including, stream stability structures, detention/retention structures, open channels, dams, levees, easements, water quality wetlands, and enclosed conduit systems.

Administers the Urban Water Quality Cost-Share program and the Nebraska Erosion and Sediment Control Act and coordinates District surface water permits with the Nebraska Department of Natural Resources. Responds to drainage complaints/inquiries from private landowners.

KNOWLEDGE, ABILITIES, AND SKILLS REQUIRED: (These may be acquired on the job and are needed to perform the work assigned.)

Knowledge of: inspection techniques; best management practices for erosion and sediment control; stormwater management practices, floodplain regulations, streambank stabilization, water quality monitoring techniques, and permitting requirements.

Ability to:  communicate effectively orally and in writing on plan reviews, inspections, and reports; meets individually with landowners and the public, and work collaboratively with others.

Skills in:  GIS and database; reading construction and development plans and specifications.

Must have valid Drivers License.

EDUCATION AND EXPERIENCE: (A combination of education and experience will be considered that is equivalent to those requirements listed below.)

Bachelor’s Degree from an accredited college or university, with major course work in hydrology, environmental sciences, and /or civil engineering

Three (3) years of stormwater and/or watershed management experience, or a closely related field.

WORKING ENVIRONMENT AND REQUIREMENTS:

Work is approximately 75 % in an office environment and 25% fieldwork which is performed outdoors.

PHYSICAL ACTIVITIES:

Physical:  Must be able to lift a minimum of twenty (20) pounds; be able to work varied hours when required, to include job-related evening meetings.

Position Classification:  Full-time/salary/exempt.

Salary range from $55,000 - $65,000
