The Database Specialist will perform database management, data entry, computer/office work supporting the NRDs Groundwater Department and other District programs.  The candidate also supports and provides training or guidance to other employees on data entry and retrieval.

Essential Duties and Responsibilities include the following:

Assist the Water Department with database development and maintenance.  Collect, review, enter and organize water resources and other program data.  Check data entry accuracy, clarity, and completeness.  Maintain owner and operator information in support of District programs and mailings. Review facts, identify problems, report findings, and make recommendations on approaches and actions.
Install and assist in maintaining database software to assure data and information stored are organized and ready for retrieval.  Assist in trouble-shooting database and other software problems.  Train other employees on use of Beehive (or current) software, related data entry and retrieval.  Assist other employees with questions. 
Assist public with certification of irrigated acres, reporting of groundwater use and other best management practices information.

Qualification Requirements

Education and/or Experience

Associate’s (A.A.) certificate in computer science, computer information data management or equivalent, and two years experience in database development and/or data management; or equivalent combination of education and experience. 
Proficiency in the use of Microsoft software products, SQL and other associated database products is required.

Language Skills

Ability to read, listen, analyze and interpret common reports, and some scientific and/or technical documents.  Ability to write concise and understandable correspondence and prepare related documents. Ability to effectively present information to management and the public.

Technical and Mathematical Skills

Skills in extracting and compiling information from databases.  Ability to use math and scientific methods to solve problems; information gathering; using logic and analysis to identify the best approach to solve problems; conducting tests to determine accuracy and consistency; ability to read maps and aerial photos.

Reasoning Ability

Ability to solve practical problems and deal with a variety of variables in situations where standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.  Ability to reorganize data to make it more understandable, applicable and useful. 

Other Skills and Abilities

Ability to use tact and judgment in dealing with the public, landowners, staff and other agencies.  Ability to work under pressure.  Ability to remain calm, collected and use good judgment in difficult situations, when facing opposing views or when resolving conflicts.
