General Manager - Twin Platte NRD, North Platte
The Twin Platte NRD located in North Platte, Nebraska, seeks a full-time General Manager.
PRIMARY DUTIES
- Directly responsible to the Board of Directors for carrying out policies as established by the board.
- Recommend and participate in the Board of Directors formulation of policies.
- Manages board policies.
- Conduct and administer the affairs of the district: operations; personnel; financial supervision and management; represent the district in contacts with other agencies, organizations, elected officials and the public; prepare agendas and support information for Board of Directors meetings and activities.
DUTIES, RESPONSIBILITIES, AND AUTHORITY

- Carry out the actions and policies of the Board of Directors to implement various programs and projects in accordance with the district's budget and rules and applicable Nebraska laws.
- Provide administrative and technical support to the Board of Directors.
- Provide information and present recommendations as requested by the Board of Directors.
- Provide support, direction, and coordination in the development, updating, and implementation of goals and objectives.
- Prepare a draft budget, recommend financial policies, and administer the revenues, expenditures, and investments of the district.
- Monitor activities of the Nebraska Cooperative Republican Platte Enhancement (NCORPE) project, an interlocal agency of four NRDs including the district.
- Establish and maintain contacts and working relationships with representatives of other local, state and federal agencies, private and public organizations, and elected officials.
- Monitors Nebraska and federal legislation affecting the district.
- Identifies and coordinates opportunities for program coordination with other local, state and federal agencies.
- Serves as the district’s representative on various councils, committees, boards, and taskforces.
- Direct and supervise the structure and day-to-day operations of the district office.
- Assign and supervise responsibilities and authorities to district personnel, coordinate their task activities, and oversee and review their work products, techniques, and presentations.
- Recommend and administer a personnel management system for all district employees, including position descriptions, performance evaluations, hiring, compensation and benefits, counseling, discipline and dismissal.
- Act as negotiating and contracting officer for the district in planning, design, construction, and other contracts and agreements with consulting firms and contractors.
SKILLS and CHARACTERISTICS
- The job is a highly diverse position that works with many programs and projects at any one time.
- Driven and able to work under minimal supervision.
- Organized, good at communicating with farmers and ranchers, and other agency representatives.
- Microsoft Office computer skills are necessary.
- Being able to improvise as needed when using sound judgement.
QUALIFICATIONS
Education
Bachelor of Science degree: Public Administration, Agriculture, Natural Resources or Engineering is preferred with an emphasis on Natural Resources and Water.
Demonstrated Leadership Skills
Experience and demonstrated skills in public administration, agriculture, and water resources.
Abilities
- Initiative to plan, coordinate and execute the programs of the district.
- Perform the duties related to the policies established.
- Customarily and regularly exercise discretion and independent judgment.
- Dealing with varying circumstances and conditions and using sound judgment.

- A current driver's license valid in Nebraska and a good driving record.
GENERAL INFORMATION
The Twin Platte Natural Resources District, encompassing 2.6 million acres, is located in west central Nebraska and includes all or parts of four counties. The land area is a diverse and unique topography of sandhills, tablelands, and loess hills, with 12% irrigated agriculture and 85% rangeland. Learn more at www.tpnrd.org.
The office is located at 3021 East Philip Ave in North Platte, NE.
Regular office hours are Monday-Friday, 8 a.m. to noon and 1-5 p.m. Additional work hours are expected and will occasionally occur in the evening or on a weekend day.
Travel is required. For district business, a district vehicle will be provided, or mileage will be paid for the use of a personal vehicle at the IRS rate.
The Board of Directors determines salary.

The position is Administrative or Professional as defined by the Fair Labor Standards Act and additional compensation is not paid for overtime.
