Lower Platte South NRD Advances Trail Improvements, Flood Mitigation, and Infrastructure Partnerships at June Meeting
LINCOLN, Nebraska – At the June 18, 2025, meeting, the Lower Platte South Natural Resources District (LPSNRD) Board of Directors advanced a series of actions focused on community resilience, infrastructure longevity, and the protection of Nebraska’s natural landscapes.
The central focus of the meeting was public review of Draft #1.1 of the FY2026 Budget, which was presented for ongoing discussion and feedback. The updated $40.9 million draft budget strengthens the District’s investments in flood mitigation, water quality, trail infrastructure, and operational support across its multi-county service area.
The Board approved several significant agreements and cost-share projects, demonstrating the District’s commitment to collaborative, on-the-ground conservation, and infrastructure solutions:
Stevens Creek Easement Agreement
The Board authorized an easement for the installation of a drainage pipe supporting new development within the Stevens Creek Villas 1st Addition. The approved structure will not interfere with District access or watershed management infrastructure. The developer is responsible for ongoing maintenance.
Beaver Lake Culvert Design Cost-Share
A 50% cost-share agreement, not to exceed $36,121, was approved to support the design phase of a culvert replacement crossing Beaver Lake Boulevard. The project addresses public safety concerns tied to sinkholes near the roadway and supports stormwater infrastructure improvements.
Oak Creek Trail Bank Stabilization
The Board approved a $65,700 professional services agreement with EA Engineering, Science, and Technology, Inc. to design and engineer repairs of an eroding bank along the Oak Creek Trail west of Valparaiso. The stabilization project aims to protect both the creek bank and adjacent trail access.
Homestead Trail Access Agreements
Two trail-related approvals were granted: a license agreement with Red Wing Acres, LLC for agricultural crossing access on the Homestead Trail and a permanent easement to Lancaster County to accommodate a culvert replacement along Olive Creek Road. Both agreements include provisions to avoid trail disruption and preserve public use.
Recreational Trails Assistance Program (RTAP)
The Board approved guidelines to officially launch the Recreational Trails Assistance Program, a new initiative offering up to $25,000 in cost-share assistance to local communities for publicly used trail and facility development. The program replaces trail-related support previously included under the Community Assistance Program.
Water Quality Investment in Cass County
A $25,000 cost-share application from Ruse Farms, Inc. was approved to install terraces within the Turkey Creek Watershed. The project, part of the Summer Conservation Program, is designed to reduce erosion and improve surface water quality.
