Lower Platte South NRD Board Approves Janssen Road Structure Agreement Amendment
LINCOLN, Nebraska — The Lower Platte South Natural Resources District (NRD) Board of Directors approved several action items during its June 17, 2026, meeting, with a focus on district infrastructure, financial planning, equipment needs, and water quality improvements.
Janssen Road Structure Spillway Replacement Project
The Board approved Amendment No. 1 to the professional services agreement with Houston Engineering for the Janssen Road Structure Spillway Replacement Project. The amendment allows a continuation of engineering services related to the spillway replacement project, including updated maps of the project area and associated easements. The Janssen Road Structure is located on Waverly Road southeast of Garland, NE.
Primary Insurance Coverage
After careful consideration of two proposals, the Board approved FNIC Insurance Group as the district’s new primary insurance provider for general liability, linebacker, and umbrella insurance coverage, effective July 1, 2026.
Compact Wheel Loader Purchase
The Board also approved a quote from NMC Cat of Lincoln in the amount of $39,040.50 and authorized the purchase of a 2010 Caterpillar 906H Compact Wheel Loader. The machine meets the district specifications and will support district maintenance and project work.
FY2027 Budget Review
Directors reviewed Draft #1.1 of the proposed Fiscal Year 2027 budget. The Finance and Planning Subcommittee recommended moving the revised draft forward for Board review and public comment, while directing staff to continue reviewing possible reductions and updating project expenditures and revenues before the next draft is presented.
Water Quality BMP Cost-Share
The Board approved one summer surface water quality best management practices cost-share application submitted by Ruse Farms, Inc. The application will provide up to $25,000 in cost-share assistance for terraces in Cass County within the Turkey Creek Watershed Targeted Area.
Other Items Receiving Board Approval:
• The financial report for July 1, 2025, through May 31, 2026, and publication of expenditures for May 2026.
• A representation agreement with JRP Mediation and Employment Law for human resources consulting.
As a reminder, board meetings are held on the third Wednesday of each month at 5:30 p.m. The next regular board meeting will be July 15, 2026, at the Lower Platte South NRD office in Lincoln.
