Weeping Water, Nebraska – July 17, 2024 – The Board of Directors of the Lower Platte South Natural Resources District (NRD) convened on Wednesday, July 17, 2024, at the Weeping Water City Office. The meeting, chaired by Chair Landis, commenced at 7:00 p.m. with the participation of seventeen directors: Aldridge, Andersen, Baker, Eagan, Green, Hawkins, Hellerich, Jacobson, Johnson, Landis, Lewis, Osborn, Peterson, Seacrest, Spangler, Stevens, and Yoakum.

A damaged culvert on the MoPac trail, located just east of 162nd Street, will be repaired. In early June, a hole began forming about 200 yards east of the trail crossing. Investigation revealed that a 60-inch culvert beneath the trail had separated, causing material above to collapse into the culvert. This created a void under the trail, resulting in a large hole.

Following their assessment, LPSNRD staff determined that the culvert needs replacement. LPSNRD sought bids from three contractors, and the contract was awarded to Nebraska Digging of Alvo, Nebraska who submitted the lowest bid. Nebraska Digging has a positive track record with the NRD from previous projects.

Other Key Decisions and Actions Include:

  • Approval of Absences: The Board approved requests for excused absences from Christine Lamberty, Larry Ruth, Anthony Schutz, and Ken Vogel.
  • Adoption of Agenda: The agenda for the meeting was adopted unanimously.
  • Approval of Meeting Minutes: The minutes of the June 20, 2024, Board of Directors Meeting were approved, with three abstentions.
  • Financial Reports Approval: The Board approved financial reports for July 1, 2023, through June 30, 2024, including specific expenditures, following presentations and discussions led by General Manager Mike Sousek.
  • Budget Approval: Tentative approval was granted for Draft 2 of the FY25 Lower Platte South NRD budget, totaling $36,235,948, pending public hearing.
  • Property Declaration: The house at 2180 Arbor Road, Lincoln, NE 68521, was declared surplus property, initiating steps for its sale.
  • Resolution Approvals: The Board endorsed the NRD 414(h) Contribution Resolution and a resolution for electronic payments under State Statute 2-3224, as recommended by the Executive Subcommittee.
  • Project Approvals: Various subcommittees’ recommendations were approved, including amendments to the Piening Water Quality Basin and Bundy Wetland Bank Phase III Application.
  • Conservation Easement: Authorization was given for the purchase of a conservation easement on Next to Nine Mile Prairie, LLC. Property located in Lancaster County.
  • Other Subcommittee Reports: Updates and recommendations from Water Resources, Recreation, Forestry & Wildlife, and Land Resources subcommittees were discussed and acted upon.
