Central Platte NRD Board to Address Nitrogen Management Violations

GRAND ISLAND, Nebraska – Tricia Dudley, the Water Quality Specialist for the Central Platte Natural Resources District (CPNRD), will update the board on recent letters sent to producers who have violated the district's Nitrogen Management Program. These certified letters are part of CPNRD's Ground Water Quality Management Program and are sent to producers and landowners in Phases II or III who fail to comply with the NRD’s rules and regulations.

Violations occur when producers do not submit annual crop reports or fail to provide required water and soil samples. The board will discuss potential actions against these violators, including issuing cease and desist orders.

The CPNRD Board meeting will begin at 2 p.m. on Thursday, May 22, 2025, at the Central Platte NRD office, located at 215 Kaufman Avenue in Grand Island, NE.

Student Research Presentations
Chelle Gillan, Central City Biology and Science Health Teacher, will bring two students to present their environmental research projects.

Eastern Projects Committee
The Eastern Projects Committee will consider a request from the Platte PEER Group to have the CPNRD serve as a fiscal agent for the Central City Riverfront Development Project. The request was made during the CPNRD’s April Board meeting.

Building Committee 
The Building Committee will review and consider two proposals and a change order. They will also review the progress of the NRD’s new office and education center construction.

Water Quality Committee
The Water Quality Committee will discuss how the annual crop reports are submitted for the Groundwater Quality Management Program.

Fiscal 2025/2026 Budget
The Budget Committee will begin reviewing the fiscal year 2025/2026 budget requests.

Manager’s Report  
Lyndon Vogt, General Manager, will report.

Tree Report   Kelly Cole, Administrative Assistant, will report on the number of trees sold through the NRD Conservation Tree Program and the miles of fabric weed barrier sold in 2025.

Staff Reports 
Luke Zakrzewski, GIS Image Analyst; Courtney Widup, Water Resources Technician; and Collin Quandt, Agronomist, will present an overview of their roles and responsibilities to the Board.

Natural Resources Conservation Service Report  
Joe Krolikowski, District Conservationist, will report.

Nebraska Association of Resources District  
Deb VanMatre, CPNRD Representative, will report.

Nebraska Natural Resources Commission  
Doug Reeves, Middle Platte Basin Representative, will report.

Financial Report
The May financial report will be considered.

Cost-Share  
Applications for the Nebraska Soil and Water Conservation Program and Central Platte NRD cost-share programs will be considered.
