Lower Platte South NRD Appoints New Director and Approves FY2025 Audit
LINCOLN, Nebraska -- The Lower Platte South Natural Resources District (NRD) Board of Directors met Oct. 15, 2025, approving several key actions focused on district operations, financial transparency, resource programs, and recreation development.
Board Welcomes New Director for Subdistrict 2
The Board appointed David A. Hibler of rural Plattsmouth (Beaver Lake) to fill the Subdistrict 2 vacancy following the resignation of former director Seth Hawkins.
Hibler, who brings more than 30 years of experience as an electrician and building inspector, will serve through 2026, with the remaining two-year term up for election that same year.
Audit Reflects Strong Financial Standing
Directors approved acceptance of the FY2025 Audit, presented by HBE LLP. The audit showed a favorable financial position for the district, with property tax receipts, interest earnings, and project expenditures all meeting expectations.
Water Program Enhancements Approved
The Board approved updates to the Groundwater Best Management Practices (BMPs) Cost-Share Program, expanding opportunities for producers to adopt new nitrogen management technologies. The changes include renaming the Spring Nitrogen Application Program (SNAP) to the Nitrogen Management Program and adding cost-share options for variable rate and sensor-based applications. The program now includes annual and lifetime limits to improve accessibility and long-term participation.
Other Board actions included:
- Approved an easement with Black Hills Energy for gas facilities on district property in Ashland.
- Authorized $44,249 in cost-share funding for terrace installations in the Twin Lakes and SVL–Yankee Hill watersheds.
- Approved media agreements with Nebraska Public Media, LK Media, and the Lincoln Journal Star to support outreach and conservation education through 2026.
- Approved an MOU with Nebraska Game and Parks to study future trail connections and approved a $60,600 contract for bridge replacement on the MoPac Trail near Elmwood.
