Lower Platte South NRD Board of Directors Met in Plattsmouth for November Meeting

LINCOLN, Nebraska -- The Lower Platte South Natural Resources District (NRD) Board of Directors held its regular monthly meeting on Nov. 19, 2025, at the Plattsmouth Public Library, in accordance with the operating policy that calls for at least one meeting each year to be held outside the City of Lincoln.

Prior to the 5:30 p.m. meeting, several board members participated in a project tour on the way to Plattsmouth. Directors reviewed recommendations from multiple subcommittees; all motions passed.

Urban Infrastructure and Flood Reduction Efforts Progress
Directors approved the low bid of $129,717.50 from J. Pettiecord Inc. for tree clearing and access work on NRD property near 56th Street and Holdrege. The work will prepare the site for the future detention basin for the Deadmans Run Flood Reduction Project.

The Board also approved a cost share request from the Village of Raymond to support a drainage analysis study. The District will contribute up to $9,000 toward the study, which will evaluate ponding and erosion on the west side of the community and provide conceptual solutions.

Directors granted permanent utility easements to the City of Lincoln for the Agate Blowdown Line, a wastewater line connecting the Highway 77 and Interstate 80 interchange area to the Northeast Wastewater Treatment Facility. The District will receive $26,285 in compensation for the easements.

A final Urban Subcommittee recommendation was approved for debris removal from Antelope Creek at 48th Street. The low bid of $22,464 from Gana Trucking and Excavating was accepted. The work will clear the channel to help prevent water from backing onto the Billy Wolff Trail.

Board Advances Trail Safety and Surface Upgrades
The Board approved a $129,900 contract with Nebraska Digging Services, LLC to redeck the 298th Street bridge on the MoPac East Trail. The project includes replacing decking, joists, stringers, and railings on the aging bridge.

Directors also approved an $89,460 agreement with Pavers, Inc. to resurface a one-mile segment of the MoPac East Trail between 286th and 298th Streets. The project will add six inches of limestone screenings to improve trail conditions and address areas where ballast rock has surfaced.

In Other Business, the Board approved:

  • One fall surface water quality cost share application in the Twin Lakes 319 targeted watershed. The District’s cost share contribution for terrace installation to reduce erosion and improve water quality is $21,736.
  • A two-year cooperative agreement with the University of Nebraska–Lincoln Conservation and Survey Division to support Eastern Nebraska Water Resources Assessment (ENWRA) Focus Area studies. The agreement totals $162,855 and uses ENWRA banked funds.
  • The annual joint funding agreement with the U.S. Geological Survey for operation of 15 streamgages. The District’s share is $129,720, with the City of Lincoln reimbursing half of the cost for six of the gages under the Stormwater Interlocal Agreement.

As a reminder, board meetings are held on the third Wednesday of each month at 5:30pm. The next regular board meeting will be Dec.17, 2025, at the Lower Platte South NRD office in Lincoln.
