Lower Platte South NRD Approves Infrastructure Projects, Trail Construction, and Program Funding

LINCOLN, Nebraska — The Lower Platte South Natural Resources District (NRD) Board of Directors acted on a range of projects at its March 18, 2026, meeting, advancing infrastructure improvements, recreation opportunities, conservation programs, and long-range planning efforts across the district.

Beaver Lake Culvert Replacement Approved
The Board approved a Community Assistance Program cost-share request of up to $198,939 for a culvert replacement project at Beaver Lake in Cass County. The project will improve drainage, reduce flood risk, and address previous structural concerns at the site.

Channel Repair Projects Authorized
Directors approved two channel repair projects in Lincoln to address infrastructure identified during routine inspections. The Deadmans Run Creek channel liner near Vine Street will be repaired for $34,862, and the Antelope Creek channel liner near South 27th Street and Capitol Parkway will be repaired for $24,950. Both projects are expected to be completed this year, weather permitting.

MoPac East Trail Extension Construction Approved
The Board accepted a bid of $462,220.31 from Nebraska Digging Services, LLC of Alvo, NE for construction of approximately 2.25 miles of the MoPac East Trail between the Wabash Trailhead and 346th Street. The project will expand recreational access and improve connectivity within the District’s trail system.

Johnson Road Structure Agreement Supplement Approved
The Board approved a supplement to an agreement with Otoe County to move forward with major maintenance of the Johnson Road Structure. In addition, Directors approved a professional services agreement with Houston Engineering for design, permitting, and construction oversight services for the project in an amount not to exceed $33,887. The project will address structural deficiencies identified during inspections, with costs shared between the District (75%) and Otoe County (25%).

Other Items Receiving Board Approval:

  • Approval of the proposed schedule for development of the Fiscal Year 2027 Long-Range Implementation Plan and annual budget.
  • Approval of the release of an outdated access easement near West A Street and Salt Creek following construction of a new maintenance access route.
  • Approval of a $10,000 Good Neighbor Wildlife Habitat Program cost-share agreement with Wachiska Audubon for forest stand improvement work on the Bagley Conservation Easement to enhance habitat and public safety.
  • Approval of a license agreement for a private crossing on the Homestead Trail near Roca to allow access and improve safety.

Directors also received a presentation summarizing the District’s 2025 Ground Water Management Plan Annual Review, highlighting ongoing monitoring efforts and ground water conditions across the district.

As a reminder, board meetings are held on the third Wednesday of each month at 5:30 p.m. The next regular board meeting will be April 15, 2026, at the Lower Platte South NRD office in Lincoln.
