Central Platte NRD Board to Consider Cease and Desist Orders for Nitrogen Management Violations

GRAND ISLAND, Nebraska – Tricia Dudley, Water Quality Specialist for the Central Platte Natural Resources District (NRD), will update the board on recent letters sent to producers who are in violation the district's Nitrogen Management Program. These certified letters are part of Central Platte NRD's Groundwater Quality Management Program and are sent to producers and landowners in Phases II or III who fail to comply with the NRD’s rules and regulations.

Violations occur when producers do not submit annual crop reports or fail to provide required water and soil samples. The board will discuss issuing cease and desist orders for these violations.

The Central Platte NRD Board of Directors will meet on Thursday, May 28, 2026, for its regularly scheduled monthly meeting at the Central Platte NRD office, 215 Kaufman Avenue in Grand Island. The meeting is open to the public.

Agenda / Action Items

Groundwater Levels 
Luke Zakrzewski, GIS Image Analyst, will report on the spring 2026 district-wide static groundwater levels compared to the levels in 1982. The 1982 levels were established as the baseline for the NRD’s Groundwater Management Plan, which includes maximum acceptable declines and a margin of safety calculated for each of the Groundwater Management Areas (GWAs). Central Platte NRD staff reads over 400 wells each spring to monitor groundwater levels.

Tree Report   Kelly Cole, Administrative Assistant, will report on the number of trees sold through the NRD Conservation Tree Program and the miles of fabric weed barrier sold in 2026.

Building Committee 
The Building Committee will discuss the construction progress of the District’s new office, with staff anticipated to relocate in late July.

Natural Resources Conservation Service Report  
Joe Krolikowski, District Conservationist, will report.

Manager’s Report
Lyndon Vogt, General Manager, will report.

Variance Appeal
The Variance Appeals Committee will review two appeals submitted by Buffalo County landowners and provide a recommendation to the Board of Directors.

2026–2027 Budget
The Programs Committee will review staff-recommended budget adjustments for cost-share programs. The Eastern Projects and Western Projects committees will also continue reviewing their respective budgets, while the Budget Committee will begin its review of all programs for the upcoming fiscal year.

Nebraska Natural Resources Commission  
Doug Reeves, Middle Platte Basin Representative, will report.

Financial Report
The May financial report will be considered.

Cost-Share Programs
Applications for the Nebraska Soil and Water Conservation Program and Central Platte NRD cost-share programs will be considered.
